Call for expressions of interest

The GIZ Office in Kosovo is planning to launch a tender for “User-centric research for public services” and is asking service providers to submit an expression of interest for participating on the tendering process. Through a user-centric research we aim to understand the unique needs and preferences of professionals and other users involved, ensuring the design and implementation of digital platforms is intuitive, efficient, and satisfying for end-users. User needs assessment, customer journey mapping, prototype and usability testing, feedback collection, accessibility assessment, and impact assessment are key components of this initiative, with the goal of creating accessible, user-friendly, and streamlined services that minimize resistance to change and contribute to a successful digital transformation in the public sector

Interested service providers (companies) are invited to submit the following:

1. General overview or description of the organization (max 2 pages)
2. Proof of legal status (registration specifying field of services and/or certification documentation); Service provider’s details(name, postal address bank information, etc.);
3. Average annual turnover for the last three fiscal years, at least 140,000Euros/annually.
4. The number of employees including managing staff at least 5 persons. CVs of the Team Leader and experts should be submitted.
5. Proven experience in User research and corresponding user research phases(two references/projects) and
6. Proven experience working in different projects in Kosovo (two references/projects)

All documents must be submitted in English language but do not need to be verified by a court translator and simple copy of documents is sufficient. All documents must be submitted in English language.

Interested companies are invited to submit their electronic application in English language. The deadline for submitting the application is 13.05.2024 until 15:00h, via email at: [email protected], titled/labelled as 83462455 – User-centric research for public services.

• The size of emails for quotation is limited to 20 MB. In case the quotations exceed the maximum data size, quotation documents must be sent via filetransfer.giz.de, please provide the password!

After the evaluation of received expressions of interest, the chosen companies will be contacted and invited to take part in the tender. GIZ shall not bear any costs and expenses incurred by any bidder during the tender procedure and shall retain right to acceptor refuse completely any offer, annul, or repeat the procedure at any time before the execution of a contract, holding at the same time no liability towards the bidders, and shall have no responsibility to provide reasons for such decision. The tender dossier will be sent only to short listed service providers.
