Call for expressions of interest

The GIZ Office in Kosovo is planning to launch a tender for “Development of an Electronic Grant Provision System” for the Ministry of Culture, Youth, and Sports of Kosovo and is asking service providers to submit an expression of interest for participating on the tendering process.

The system will address existing challenges in the manual grant management process by providing a centralized, user-friendly platform to streamline workflows, improve transparency, and facilitate communication among stakeholders. Key objectives include reducing administrative burdens, ensuring fair competition, and adhering to national priorities. The system will support various types of grants in the area of culture and incorporate principles of fairness, transparency, and accountability to optimize the management and utilization of public funds.

Interested service providers (companies) are invited to submit the following:

1. General overview or description of the organization (max 2 pages)
2. Proof of legal status (registration specifying field of services and/or certification documentation); Service provider’s details(name, postal address bank information, etc.).
3. Average annual turnover for the last three fiscal years, at least 70,000Euros/annually. Confirmations from the Tax Administration of Kosova are required.
4. The number of employees including managing staff at least 5 persons. CVs of the Team Leader and experts should be submitted.
5. Proven experience in software development (two references/projects) and
6. Proven experience working in different projects in Kosovo (two references/projects)

All documents must be submitted in English language but do not need to be verified by a court translator and simple copy of documents is sufficient. All documents must be submitted in English language.

Interested companies are invited to submit their electronic application in English language. The deadline for submitting the application is 24.09.2024 until 15:00h, via email at: [email protected] , titled/labelled as 83473071 – Development of an Electronic Grant Provision System.

After the evaluation of received expressions of interest, the chosen companies will be contacted and invited to take part in the tender. GIZ shall not bear any costs and expenses incurred by any bidder during the tender procedure and shall retain right to acceptor refuse completely any offer, annul, or repeat the procedure at any time before the execution of a contract, holding at the same time no liability towards the bidders, and shall have no responsibility to provide reasons for such decision. The tender dossier will be sent only to short listed service providers.
