USAID KOSOVO ADAPT ACTIVITY

Request for Proposals (ADAPT-188-1115-004)

ARD Inc., implementer of the U.S. Agency for International Development (USAID) Kosovo Adapt Activity, is soliciting proposals from qualified companies to provide consultancy services for supporting 15 selected municipalities in Kosovo in planning for disaster risk assessment and emergency response. The work will be guided by the newly developed templates and guidelines created by the Emergency Management Agency.

Key Objectives:

1. Review and Analyze Existing Data: Conduct a comprehensive analysis of the current data to identify gaps and additional data needs, ensuring alignment with best practices and the new templates and guidelines.
2. Coordinate with Municipal Working Groups: Facilitate collaboration with municipal working groups, including stakeholder mapping, to ensure inclusive participation across 15 municipalities.
3. Support Data Collection and Risk Assessment: Assist the municipal working groups in collecting data, developing risk profiles, and performing risk assessments. This includes analyzing local hazards, vulnerabilities, and capacities.
4. Draft Risk Assessment Documents: Guide the municipal working groups in preparing detailed Risk Assessment Documents.
5. Develop Local Emergency Response Plans: Provide support to the municipal working groups in drafting comprehensive Local Emergency Response Plans.
6. Capacity Building: Strengthen the skills of municipal working groups through on-the-job training as they work on drafting the required documents.
7. Promote Knowledge Sharing: Contribute to knowledge exchange among municipal officials across Kosovo by leveraging the Association of Kosovo Municipalities (AKM) platform for professional collaboration and working groups.

Offerors must meet the requisite of prior experience and expertise in implementing projects/contracts of similar nature in Kosovo, region or international. Offerors are required to meet the USAID 937 geographic code in accordance with the United States Code of Federal Regulations (CFR), 22 CFR §228.

The following calendar summarizes important dates in the solicitation process. Offerors must strictly follow these deadlines. These dates may be modified at the sole discretion of ARD Inc. Any changes to these dates will be published in an amendment to the RFP, which will be communicated to the firms that have requested the RFP.

RFP published: January 17, 2025

Deadline for written questions: 16:00 hours, January 30, 2025

Answers provided to questions/clarifications: February 4, 2025

Proposal due date: 16:00 hours, February 18, 2025
