Title of assignment:
Research report: Promoting legal measures for perpetrators of Violence Against Women and Girls and opportunities for their rehabilitation
Purpose
Expert will conduct mapping of existing perpetrator programs in the country as well as existing opportunities for their rehabilitation.
Background Information
Kosova – Women 4 Women is implementing the project “Together Building Resilience” funded by the United Nations Trust Fund (UNTF) which aims to reduce violence towards women. One of the pillars of reducing this violence is early prevention in potential perpetrators of violence. In this regard we are working on producing a publication (research report/study) related to promoting the different legal measures our justice system has in place for perpetrators of violence against women and girls and at the same time the different opportunities they may have for their rehabilitation in the Kosovo context.
This research study is based on Article 6 of the Council of Europe Convention on Preventing and Combatting Violence against Women and Domestic Violence (Istanbul Convention) and will serve as a basis to further develop or improve existing domestic violence rehabilitation programs for perpetrators.
This goes alongside the aim of early prevention and interventions for perpetrators through probation/prison services etc., with the strong focus on the protection, human rights and safety of survivors.
The consultant is responsible for conducting mapping of existing perpetrator programs (and their compliance with international standards and the Istanbul Convention), and formulating recommendations for their further development through research combining both qualitative and quantitative data analysis including desk research, questionnaires and/or focus groups.
Therefore,
Kosova – Women 4 Women seeks to engage a short-term consultant to perform the following tasks:
- Conduct Desk Research;
- Create list of relevant stakeholders in the country that work with perpetrators/victims;
- Analyze existing perpetrator programs and survivor-support services in the country;
- Conduct analysis of data;
- Draft information into research report;
- Formulate recommendations for improving services.
The report has to be written in clear language (English or Albanian) and the information has to be complete, well-structured and well presented as well as reliable (well documented and with supported findings). In addition, the information has to address priority or strategic information needs and human rights and gender equality perspectives have to be taken into account when drafting.
QUALIFICATIONS AND COMPETENCIES OF CONSULTANT REQUIRED
- At least Master’s degree in the field of psychology, sociology, gender equality, or equivalent;
- Proven professional record related to work with survivors of violence, perpetrators;
- Proven experience related to gender-based violence;
- Extensive knowledge of gender-based violence and situation of phenomena in the country;
- Fluency in English.
DURATION OF ASSIGNMENT
Consultancy will be for ten days.
