The Headhunter Karriera LLC provides Executive Search, Professional HR Services and HR Consulting. The Headhunter Karriera LLC awarded contract by Millenium Challenge Corporation (“MCC”) and Government of Kosovo (“GoK”) to support HR- Recruitment Services of the Key Staff for Millennium Challenge Account Kosovo (MCA-Kosovo) entity.

Compact Program Summary

The Government of the Republic of Kosovo (the “Government” or “GoK”) and the Millennium Challenge Corporation (“MCC”), a United States government agency, signed a grant aimed at poverty reduction through economic growth in Kosovo on July 15, 2022, in the amount of US $202,000,000 (the “Compact”) and a corresponding contribution from the Government of approximately US $34,670,600. The GoK has ratified the compact and has designated a new entity as an autonomous agency as the accountable entity to implement the Compact Program and to exercise and perform the GoK’s rights and obligations to oversee, manage and implement the Compact Program. This entity will be referred to as MCA-Kosovo. MCA-Kosovo will be administered, managed, and supported by a board of directors (the Board of Directors) and will be led by the MCA-Kosovo Chief Executive Officer (CEO).

The Headhunter Karriera LLC as the Recruitment Consultant is now recruiting for the position of the Chief Executive Officer (CEO) of MCA-Kosovo Entity.

Position Summary

Under the direct supervision of the Board of Directors, the Chief Executive Officer (CEO) is responsible for establishing MCA-Kosovo, a public establishment of the Government of Kosovo, and the direct management of MCA's Program and Operational Support Functions, serving as the primary representative of the MCA in the country to stakeholders, the MCA Board and MCC.

Duties and Responsibilities

  1. Serve as the public representative of MCA-Kosovo and the compact for the GoK with all stakeholders;
  2. Lead overall MCA-Kosovo communications and stakeholder engagement to ensure broad knowledge and buy-in on the program;
  3. Lead MCA-Kosovo’s efforts to work with Government Ministries, civil society, private sector and social partners to execute on all GoK reform commitments in the Compact documents;
  4. Lead alignment of the programmatic and operational functions and develop all strategies to ensure compact success;
  5. Align the Compact's programmatic, statutory and operational requirements with Operations and Program frameworks and allocate budgets and resources to ensure MCA's ability to deliver;
  6. Participate in and advise the MCA Board on a regular basis on the all issues;
  7. Oversee competitive recruitment and then lead the executive management team and all MCA-Kosovo staff;
  8. Facilitate cooperation, information sharing, and mutual accountability across the MCA-Kosovo and MCC teams;
  9. Oversee MCA-Kosovo’s compliance with all MCC policies and procedures regarding management of projects, funds and personnel with a culture that supports zero tolerance for fraud and corruption;
  10. Oversee and ensure high quality development and execution of the implementation plans of MCA-Kosovo;

Qualifications and Skills

Education:

  • Master’s Degree or MBA or its equivalent in Economics, Business Administration, Engineering, Public Administration or other relevant field is required.
  • Formal professional certification in Leadership, Project Management and/or other relevant field would be beneficial to have.

Experience:

  • Minimum of ten (10) or more years’ experience managing large scale, cross cutting international programs;
  • Experience advising, working in or otherwise collaborating with Government of Kosovo entities;
  • Familiarity with public financial management and donor project management systems or similar systems;
  • Experience with results-focused project management;
  • Experience leading large, multi-cultural or multi-dimensional teams;
  • Experience with public relations management and representing programs or organizations;
  • Fluent written and verbal communication skills in English and Albanian.

Preferred:

  • Experience working in the fields of renewable energy or workforce development;
  • Fluency in another official language of Kosovo (Serbo-Croatian or other);
  • Strong analytical skills, stress resistant;
  • Self motivator, capable of leading and motivating people.
  • Good communicator, both oral and written;
