- KOMF background
Coalition of NGOs for Child Protection in Kosovo – KOMF, established in June 2011, is a coalition composed of 34 local and international NGOs working in the child protection field, with the joint mission to advocate and protect the rights of children in Kosovo. The mission of the Coalition of NGOs for Child Protection is protection, respect, well-being and advancement of the children rights. KOMF works to achieve its objectives through lobbying and advocating to promote and develop the rights of children in accordance with Convention on the Rights of the Child – CRC.
The main objectives of the Coalition are:
- Enhance the approval of laws and policies for children.
- Monitoring the implementation of laws and national policies for children.
- Sensitizing and mobilizing the relevant state authorities at both local and central level, sensitizing the service providers and other actors on child protection issues.
- Raising awareness of the wide opinion on all issues related to child protection.
- Empowering the capacities of the Coalition, especially the capacities of local organizations and community-based organizations.

Methodology |
Mixed methodology (quantitative and qualitative) is required for this evaluation. Desk review of all relevant project documentation is also an important part of the entire assessment. Field work is required to assess all activities and their impact. This methodology will provide a better and thorough understanding of project path and achievements. |

3. Description of the Project
The project “Joint Action for Decentralization” is a four and half year project implemented by the KOMF, SOS, OFAP and KMOP, funded by the European Union and managed by the European Union Office in Kosovo. This project has started in December 2018 and will end in June 2023.
This project aims to empower civil society to intensify proper and adequate advocacy efforts toward central and local government for child rights and child protection. For this purpose, the Thematic Group on Child Protection in frame of KOMF (which consists of KOMF organizations that work in child protection and external partners) has been strengthened during all the project implementation in order to push for the improvement of legislation and also the investment toward wellbeing of children and families in need.
The project indirectly targets all vulnerable categories of children and families in Kosovo. It targets the central government through the contribution toward improvement of legislation that addresses the social services decentralization process, aimed to ensure wellbeing of vulnerable children and families. Project also targets local government through the support toward Collegium on Health and Social Welfare in frame of the Association of Kosovo Municipalities and Association of Centers for Social Work, to invest more in social services in municipalities.
Last but not least, the project has also aimed awareness raising of wide population on the issues related to the importance of adequate social services to support children and families to improve their wellbeing. It aimed to increase Media broadcasting on issues related to child rights and child protection as well as to promote the social responsibility of corporates and individuals for this issue.
4. Evaluation Target Audience
The evaluation is intended for the Donor, European Union Office in Kosovo as well as for the implementing organizations, Coalition of NGOs for Child Protection – KOMF, Organization for Children without Parental Care – OFAP, SOS Children’s Villages Kosova and KMOP.
The audience for the evaluation will include also:

- Collegium on Health and Social Welfare
- Association of Centers for Social Work
- Project team (KOMF, SOS, OFAP, KMOP)
5. Evaluation Type
This is an end-of-project evaluation that will summarize the entire action but will also pay attention to programmatic and managerial lessons learned.
6. Evaluation Purpose and Objectives
Overall, the evaluation purpose is to provide evidence-base that enables to:
- improve program effectivenessby asking what’s working, what’s not working and why. Reflecting on these questions enables informed choices on how to improve program plans in the future;
- increase accountability by sharing the evaluation results with all key stakeholders, including communities, partners, government and donors;
- advocate for change by using evaluation results as evidence to lobby for changes to policy.
This evaluation will aim to measure the fulfillment of the project objectives and the extent that objectives of the project have impacted beneficiaries.
The evaluation should address the following principles of Development Assistance Criteria (DAC) of Relevance, Efficiency, Effectiveness, Impact and Sustainability.
- Relevance: Assess how well objectives of the project fit in the priorities and needs of community.
- Efficiency: Based on project plans, monitoring indicators and reports, assess how efficiently the project met expected objectives by comparing outputs to interventions and engagements thereof. This will also include comparing costing factors and use of resources set out for the project.
- Effectiveness: Assess the effectiveness of the project in terms of its objectives and progress against intended outcomes. Compare expected achievements of objectives at inception as stated in the logical frameworks against actual achievements of objectives at the time of evaluation.
- Impact: Assess the positive and negative changes produced by a development intervention, directly or indirectly, intended or unintended. The examination should be concerned with both intended and unintended results and must include positive and negative impact of external factors.
- Sustainability: Assess the extent to which the project benefits will continue to be relevant in the future. Analyze factors that promoted / or hindered ensuring long-term benefits of the project.
Other factors that will also influence evaluation objectives include:
• Duration of project/program
• Variability/changeability of the programming environment
• Program/project management environment
• Donor special needs/requirements
• Programmatic risk
7. Evaluation Methodology
The evaluation methodology will be based on participatory approaches and will be developed after the consultant is selected.
Qualitative and quantitative approach will be used such as: focus group discussions, interviews, surveys, etc. Mixed methods of these approaches are strongly encouraged to provide a deeper understanding of what the issues are and why they exist. The quantitative data provides information from the community, to understand the major issues and problems. The qualitative data provides information that will improve understanding of the root causes, beliefs and practices that challenge or enable child wellbeing.
Secondary documents will be available for review including: program documents, available baseline data (reports), interim reports.
8. Limitations
The final evaluation of a Programme/projects measures indicators against the baseline value. In the case of this project no baseline was conducted against which to measure progress or change toward impact.

This evaluation will consist of a participatory approach among consultant and the project team.

Profile of the Consultant
The evaluator must demonstrate:
-
- University Degree in Social Sciences, Law or other similar fields;
- At least 5 years of relevant experience in designing and leading evaluations;
- Strong experience and knowledge on child rights and child protection in Kosovo;
- Good knowledge of international and national legal framework for children;
- Ability to facilitate and relate to stakeholders at multiple levels;
- Proven ability to use quantitative, qualitative and participatory evaluation methods;
- Data analysis and presentation skills, and strong writing ability;
- Excellent knowledge of English;
- Previous experience of EU funded project evaluations and child – focused project evaluations will be considered a strong asset.

- At least two references of similar evaluation reports conducted;
The expected timeline for conducting the evaluation process is: July 2023 – August 2023.
The final report of the evaluation is due on 10th of August 2023.
10. Deliverables
The consultant is expected to provide the following deliverables:
- Evaluation Methodology and work plan for the assignment;
- Weekly Report on the evaluation process;
- Draft Evaluation Report with key findings, recommendations and lessons learned, subject to comments from project staff (within 5 working days from reception of draft evaluation report);
- Final Evaluation Report with comments incorporated, submitted in both hard and soft copy to the project staff (within 5 working days after receiving comments from the staff). Evaluation Report will be reviewed by the donor and any comments will be incorporated by the consultant. The consultant shall present the final report to the staff and get the final approval.
11. Lessons Learned
The learning and experiences in the evaluation processes will be captured by the evaluator together with the project team for a wide range of audience. The evaluator will record the lessons learned and recommended improvements in the evaluation report. This will be available for many interested parties to apply in the next phase of the programming. Collected perceptions and learning will be shared to partners and other members for further considerations.
