Call to Bid for KCGF Accounting and Financial Reporting Services

The Kosovo Credit Guarantee Fund (KCGF) seeks to procure KCGF Accounting and Financial Reporting services for a period of one (1) year with the possibility of extension for one (1) additional year. The KCGF has prepared a Request for Proposal (RfP) for the required services and invites all qualified bidders to respond to the RfP.

The bidder must clearly demonstrate that they meet the mandatory criteria as follows:

• The bidder must be licensed in accordance with Law No. 06/L-032 on Accounting, Financial Reporting and Auditing and, in addition to security services, shall provide accounting and financial statement reporting services in Kosovo;
• The bidder must have at least two (2) key partners responsible for Kosovo, legal auditors certified by the association of accountants and auditors of Kosovo affiliated to the International Federation of Accountants (IFAC), the SCAAK;
• The bidder must have at least three (3) years of experience in performing accounting and financial statement reporting services, according to the International Financial Reporting Standards (IFRS), and shall provide preliminary evidence for the last three years. Experience with financial reporting of enterprises operating with donations from international organizations is preferred;
• The bidder must provide at least three (3) references on the performance of accounting and financial statement reporting services, according to the International Financial Reporting Standards (IFRS), in the last three years;
• Demonstrate knowledge and use of the Microsoft Dynamics NAVISION (NAV) accounting system.

Failure to meet the above criteria by the bidder will result in exclusion from further consideration during the evaluation process.

Interested bidders who meet the criteria are invited to submit their proposals and all relevant documentation for the implementation of the task according to the instructions set out in the RfP. The KCGF will not be responsible for any costs related to the preparation or submission of bids.

They deadlines are as follows:

• Deadline to request the RfP: 19 April 2024, until 15:00 hours
• Deadline for query submission: 26 April 2024, until 15:00 hours
• Deadline for proposal submission: 03 May2024, until 15:00 hours

The RfP may only be requested via mail to [email protected] . The email request shall include:

• Company name, registered official address, telephone number, email address and website.
• Name of the designated contact/liaison person for the RfP in the company, title, email address and telephone number.
• Email address to which the RfP should be sent if it is different from that of the contact/liaison person.
