INTRODUCTION

Community Development Fund (CDF) is a nongovernmental organization with the mission to work on community development and create conditions for integration, equal access and inclusion through expertise and innovation solutions, through supporting local initiatives, as well as capacity building in communities.

CDF is implementing the USAID funded Kosovo Inclusive Economic Engagement (IEE) Activity, which is a five-year project aimed at empowering and reviving women- and minority-owned micro, small, and medium enterprises (MSME) negatively impacted by the Covid-19 pandemic.

The activity will increase economic opportunities and improve the resiliency of target MSMEs. Strengthening them will contribute to private sector growth and increased integration into the overall economy in Kosovo.

The Community Development Fund (CDF) is pleased to announce an Expression of Interest (EOI) for women- or minority-owned companies that are interested in benefiting from a Franchise Transformation process. This EOI aims to select eligible companies to receive comprehensive firm-level technical assistance through a specialized consulting company. The goal is to support the development and planning of growth strategies via a franchising/licensing model, enhancing the competitiveness and resilience of these businesses in Kosovo.

OBJECTIVE:

The IEEA is committed to promoting inclusive economic growth by supporting the development of women- and minority-owned businesses. The Activity intends to support these businesses in Kosovo through the development and planning of growth strategies via a franchising/licensing model, providing full-scale firm-level technical assistance.

SCOPE OF SUPPORT:

The Inclusive Economic Engagement Activity seeks to provide comprehensive advisory services for the Franchise Transformation process, including:

• Assisting selected companies in their strategic plans to expand through a franchising/licensing model.
• Providing tailored technical assistance to support the transition and growth of the business through franchising.

KEY ACTIVITIES:

• Development and planning of a growth strategy through a franchising model for selected companies.
• Conducting a detailed market needs assessment.
• Defining the unique selling proposition of the franchise/license.
• Analysis and development of business processes.
• Creation of a comprehensive business plan.
• Development of the franchising/licensing model.
• Drafting templates for legal and contractual documentation.
• Providing training and support for the selected companies’ management and operational teams to ensure effective implementation of the model.

EXPECTED DELIVERABLES:

• A strategic growth plan including market analysis and identification of expansion opportunities.
• Detailed business processes and operational plans.
• Financial analysis and investment strategies.
• Comprehensive legal and contractual documentation.
• Training and support materials for the management teams.

ELIGIBILITY:

Interested companies must meet the following minimum criteria:

• Registered business in Kosovo.
• Ownership documentation verifying that they are :
  • women owned company,
  • women co owned company
  • minority owned company
• Proven capacities for a franchise transformation process.
• A predefined franchising/licensing models.
• Basic understanding of knowledge of local and international legal standards relevant to franchising.

SUBMISSION REQUIREMENTS:

Interested companies are invited to submit the following documents:

• A formal letter indicating the company’s interest in benefiting from the Franchise Transformation process.
• A brief outline of the company's needs and approach and methodology for the Franchise Transformation process.

SUBMISSION DEADLINE:

Proposals must be submitted via email to [email protected] by 20 June 2024 at 16:00hrs. No late proposals will be accepted.

SELECTION PROCESS:

The IEEA is committed to selecting interested companies objectively through the announcement of the EOI process. All submissions will be reviewed and evaluated based on the provided documentation and the criteria outlined above.
