Call for expressions of interest

The project Green and Sustainable municipalities – Integrated Waste Management and Circular Economy (Kosovo4Green) financed by the German Federal Ministry for Economic Cooperation and Development, and implemented by GIZ, supports central government and municipalities in their ongoing efforts to modernize waste management and introduce circular waste management approaches in line with the Kosovo Integrated Waste Management Strategy (KIWMS) 2021-2030 and its two-year Action Plans.

Kosovo, as a potential EU candidate country, falls under the Instrument for Pre-Accession Assistance, focusing on environmental protection, climate change resilience, and circular economy development. The waste sector in Kosovo faces various issues, including inadequate infrastructure, limited financial resources, and a lack of expertise in implementing EU waste management standards. The overall objective of the project is to accelerate the shift towards a circular economy in Kosovo by introducing integrated waste management aligned with EU directives and the Kosovo Integrated Waste Management Strategy.

To promote gender mainstreaming in the waste management sector, GIZ is supporting MESPI with the implementation of their overarching gender mainstreaming agenda by analyzing the gender dimension of waste management in Kosovo and identifying practical measures and approaches for promoting gender equality in the waste sector. The project also supports the municipalities in Dukagjini region with the development of a gender-sensitive integrated waste management plan (IIWMP) to be implemented through intermunicipal cooperation. As part of the support, GIZ will support municipalities in the region with piloting of gender sensitive CE concepts to promote gender equality in the waste sector.

The contractor is expected to develop a comprehensive gender analysis for waste sector in Kosovo including an analysis of challenges and opportunities for men and women in the waste management sector. At national level, the contractor will support MESPI with their overarching gender mainstreaming agenda and develop recommendations, concepts and an action plan for gender mainstreaming specific for the waste management sector. As part of the assignment, the contractor will develop specific gender-sensitive CE concepts to be piloted in Dukagjini region with special emphasis on promotion of equal employment opportunities in new planned circular economy infrastructure projects in the region. The contractor will support gender sensitive approaches to be integrated in the gender-sensitive IIWMP for Dukagjini region. To enhance national capacities in gender equality, the contractor will also deliver two training workshops in gender mainstreaming - one with national stakeholders and one with municipalities and other key local stakeholders in the Dukagjini region.

The checklist below provides further information about the conditions and expectations of the GIZ project. Based on responses to this call expression of interest, GIZ will pre-qualify consultants that in turn will receive a Request for Information (RFI) to submit their offers with detailed specifications. Response to the RFI does not necessarily imply that the consultant will receive the GIZ's “Request to support gender mainstreaming agenda in waste sector’’.

REQUESTFOR INFORMATION

  1. Consultant should submit at least two (2) references that prove experience in providing similar services, such as: a) One (1) reference in supporting gender mainstreaming agenda
    b) One (1) reference in conducting trainings in gender mainstreaming Interested consultants are invited to submit expression of interest in English language.

After the evaluation of received expressions of interest, the chosen individuals will be contacted and invited to take part in the tender. GIZ shall not bear any costs and expenses incurred by any bidder during the tender procedure and shall retain right to acceptor refuse completely any offer, annul, or repeat the procedure at any time before the execution of a contract, holding at the same time no liability towards the bidders, and shall have no responsibility to provide reasons for such decision.
