Project description

USAID Compete Activity (“USAID Compete”) is a five-year project funded by the United States Agency for International Development. It is implemented by DT Global in consortia with Kosovo-based Recura Financials and US-based Canopy Lab. USAID Compete seeks to sustainably improve competitiveness in three key export-oriented sectors of wood processing (including the prefabricated buildings subsector) food processing and ICT. USAID Compete works to empower firms, organizations, and institutions to improve market systems. By working to address constraints across the system, USAID Compete seeks to enable scalable and systemic change to occur, stimulating job creation and private sector increased ability to engage in local, regional, and international markets. The expected results of USAID Compete across all three sectors are: 1) market systems are strengthened to increase sector competitiveness; and 2) market actors within those market systems are more productive and competitive.

Job Summary

USAID Kosovo Compete Activity is currently seeking a Short-Term Technical Expert (hereinafter referred to as ‘Expert’) for supporting Makerspace Innovation Center, hereinafter ‘Makerspace,’ in preparation for accreditation as a training institution for the occupational standard of carpenter in the wood processing industry. Accreditation will ensure that the center meets National Qualifications Authority (NQA) standards.

The assignment includes providing technical support to Makerspace by assessing current operations, providing recommendations for improvement, and guiding the implementation of necessary changes to meet accreditation standards. The Scope of Work below outlines the responsibilities, deliverables, and expectations for the Expert to assist the center in achieving accreditation.

Key Responsibilities	The Expert will be responsible for providing technical assistance to Makerspace in their accreditation process for the occupational standard of Carpenter, according to the NQA procedures. The Expert will conduct a preliminary review and analysis of the current operational and administrative capacities of Makerspace and assist in developing the necessary documentation and implementing the necessary changes, as per the NQA's guidelines.
Specific Tasks and Responsibilities	The Expert is required to perform the following tasks: Review the current operational, academic, and administrative capacities of Makerspace. Compare existing processes with the standards required for accreditation. Develop a comprehensive action plan for Makerspace to address identified gaps. Review and provide guidance on aligning Makerspace’s curriculum with the accredited occupational standard of Carpenter. Support the development of documentation and records needed for accreditation, as listed on the Official Guideline for Accreditation of Training Centers by the National Qualifications Authority. Provide explanation to NQA officials, if needed, on the content of drafted documents and ensure that the process goes according to regulations and law. Complete other documents depending on the request of the NQA. Act as a communication and support liaison between Makerspace and the NQA. Coordinate all actions related to the identification, information, visits, and reporting to experts for accreditation. Be available to support Makerspace Innovation Center during the official accreditation visit.
Planned Deliverables	Final versions of documents and the application for accreditation of education/training provider such as: Self-Assessment Form and other documents as required by NQA. A brief report summarizing all observations, issues identified, and tasks performed.
Required Level of Effort	Total level of engagement is up to 15 days. The available days are subject to actual delivery based on needs and will be justified through monthly submission of timesheets, along with reasonable requests to present evidence of achieved deliverables to USAID Compete for confirmation.
Minimum Education Requirement	A bachelor’s degree in education, social sciences, management, or any other relevant program.
Minimum Professional Experience	Demonstrable experience with the national accreditation process of training centers in Kosovo. Excellent knowledge of the accreditation standards, process, the National Qualifications Framework, and other requirements specific to the accreditation of training centers in the occupational standard of Carpenter. Knowledge of the wood-processing training ecosystem in Kosovo preferred. Previous relevant experience in public or donor-driven projects supporting the VET system in Kosovo preferred. Demonstrable organizational, reporting, and communications skills.
Period of Performance	August 2024-October 2024
Supervisor(s)	The Expert will act under the direct supervision of Compete’s Skills Development Expert and Wood Processing Sector Lead.
Reporting	In addition to the brief report outlined under planned deliverables, other ad hoc reporting to Compete may also be required.
