one (1) Environmental, Social, and Governance Specialist (ESG Specialist)

General information
The Kosovo Credit Guarantee Fund (hereinafter referred to as "KCGF") is an independent legal entity established by relevant law to facilitate access to finance for micro, small, and medium enterprises (MSMEs) in Kosovo to create places of work, the increase of local production and of those services which create added value, the improvement of the trade balance and the increase of opportunities for the financing of MSMEs.
Description of work responsibilities
The ESG Specialist will support KCGF in implementing its Environmental and Social Management System (ESMS) in KCGF. He/she will support the KCGF Registered Financial Institutions (RFI) to develop their ESMS and advise them at all the stages of the implementation of their respective ESMSs including any environment-related training/awareness raising and coordination activities as per requirements of the KCGF.
The ESG Specialist will be in charge of the following tasks:
- Ensures that ESMS is developed and implemented in the KCGF;
- Support KCGF in adapting and improving its current ESMS according to IFC Performance Standards, national legislation, and other donor requirements;
- Updates the Environmental & Social (E&S) Manual in KCGF;
- Propose amendments/improvements to the actual Environment and Social Management Policy (ESMP);
- Develop and organize environmental and social awareness and training programs, as needed, for KCGF and RFI staff;
- Evaluate RFI’s existing ESMS and propose amendments where it is needed, to comply with KCGF’s policies and best practices;
- Participate actively in the modification process of the existing windows, or designing new credit guarantee windows in KCGF, to ensure that they are in compliance or promote the best ESG practices in the process of the financial intermediation;
- Evaluates the FI’s environmental and social management capacity before being registered as an RFI, and monitor implementation of ESMS after being registered as an RFI;
- Review risk categorization according to ESMS, for the loans to be guaranteed, submitted by RFIs;
- Prepare environmental audit reports;
- Provide support to RFIs as necessary (questions, clarifications);
- Prepare environmental and social information materials as needed;
- Support KCGF in its monitoring and reporting the impact of its activities on the environment and society;
- Monitoring and reporting of guaranteed loans impact in the society and environment;
- Site visits for guaranteed loans with medium and high-risk;
- Any other tasks and duties as per institutional needs.
Qualifications
The ESG Specialist will need to meet the following requirements:
- University degree and 3 years of professional experience management of environmental and social risk. Work experience in the financial sector is recommended;
- Knowledge of national environmental regulations, World Bank Safeguard Policies and IFC Performance Standards;
- Knowledge of the Kosovo banking and financial market will be considered an advantage;
- Good communication and social skills;
- Good presentation skills;
- Ability to work under pressure and handle multiple activities concurrently;
- Fluency in Albanian and working knowledge of English;
Term and duration
The ESG Specialist will be stationed in the KCGF premises in Pristina but should be ready to travel and hold numerous meetings throughout the country.
The ESG Specialist will be offered a one (1) year contract. The ESG will be a part-time employee of KCGF. The contract will be continued based on satisfactory performance evaluation results.
