Human Rightivism - RFP- 001/2024 Project Endline Evaluation Consultancy

Dear Applicants,

The Embassy of Sweden, represented by Sida, awarded CDF the project ‘Human Rightivism’ for the period from December 2019 to December 31, 2024. The overall objective of the project is to support local human rights defenders in fostering thematic and long-term collaboration with local CSOs and individuals from diverse backgrounds, regardless of gender, disability, age, ethnicity, class, urban/rural location, or socio-economic status. To achieve the intended objective, CDF has set the following anticipated endline results:

1. Competent civil society to empower youth, marginalized group(s), and general citizen's potential for Kosovo's human rights development,
2. Educate and empower the critical mass to understand the fundamentals of Human Rights in Kosovo,
3. Civil society initiatives and partners mobilized and supported to enhance of civil society's role in Kosovo's human rights development, and
4. Evidence-based arguments are produced and utilized at the public debate level on the development and human rights progress in Kosovo.

The scope of work comprises the following main deliverables:

The Endline evaluation will provide data to assess the program's quality, value, and achievements, identify lessons learned, recommendations for the future, and support monitoring and reporting. The data will be documented according to activity objectives and indicators outlined in the Monitoring and Evaluation Framework.

The evaluation company will use existing data, develop questionnaires as needed, and collect primary data on selected indicators. A mixed-methods approach is required, including quantitative surveys, focus group discussions with partners and beneficiaries, and interviews with program stakeholders.
