Call for expressions of interest
The GIZ Office in Kosovo is planning to launch a tender for Development of an Online Auction for the Agency for the Management of Sequestrated and Confiscated Assets and is asking service providers to submit an expression of interest for participating on the tendering process.
The new IT solution aims to modernise AMSCA’s auction process by implementing a digital platform to replace manual, paper-based methods. The system will streamline processes, reducing administrative burdens, errors, and delays. It will enhance transparency with real-time updates and clear guidelines and improve accessibility by enabling remote participation. Designed to be user-friendly, the platform will cater to diverse users with varying technological skills and be available in multiple languages. The solution will also increase participation, improve efficiency, and provide valuable data for better decision-making. Overall, it will enhance AMSCA's operations, offering a faster, more inclusive, and transparent auction process.
Interested service providers (companies) are invited to submit the following:
1) General overview or description of the organisation (max 2 pages)
2) Proof of legal status (registration specifying field of services and/or certification documentation); Service provider’s details (name, postal address bank information, etc.).
3) Average annual turnover for the last three fiscal years, at least 45,000 Euros/annually. Confirmations from the Tax Administration of Kosova are required.
4) Average number of employees and managers for the past three calendar years: at least 5 people.
5) Proven experience in IT system/software development (three references/projects) and
6) Proven experience working in different projects in Kosovo (two references/projects in the last three years)
In addition, your expressions of interest will be ranked by the technical experience as weighting in below, the maximum number of candidates is five:
1. Project Management and Agile Methodologies 20%,
2. Software Development and Systems Integration 30%,
3. Database Management and Architecture 15%,
4. UX/UI Design 10%,
5. Cybersecurity 10%
6. Experience in the world 10%,
7. Experience in development projects 5%.
All documents must be submitted in English language but do not need to be verified by a court translator and simple copy of documents is sufficient. All documents must be submitted in English language.
