Public Notice of Procurement Cancellation

MCA-Kosovo hereby announces the cancellation of Procurement No. 25-4001, entitled “Support to the Establishment and Operationalization of the Energy Storage Corporation (ESCorp) in Kosovo,” which was launched on January 13, 2025.

In accordance with the RFO, Section I, Instructions to Offerors (ITO 27), “The Accountable Entity’s Right to Accept Any Offer, and to Reject Any or All Offers. MCA-Kosovo reserves the right to accept or reject any Offer, cancel the selection process, or reject all Offers at any time prior to Contract award, without incurring any liability to Offerors. If all Offers are rejected, the Accountable Entity shall review the reasons justifying such rejection and consider revising the conditions of Contract, specifications, scope of Contract, or any combination thereof, before inviting new Offers. The Accountable Entity further reserves the right to cancel the procurement if it is no longer in its interest to proceed”. The acknowledgement of this right was declared and certified by the Offerors in the Technical Offers Submission Form.

MCA-Kosovo further notifies that it is currently revising the Multi-Functional Energy Storage (MFES) Activity under the Energy Storage Project of the Compact Program to reflect changes in the scope and nature of the activity, as well as adjustments to the overall project design.

As part of this process, MCA-Kosovo has determined that the scope, staffing model, and budget envelope originally envisaged for Procurement No. 25-4001, “Support to the Establishment and Operationalization of the Energy Storage Corporation (ESCorp) in Kosovo,” no longer align with the updated objectives. In accordance with Section 5.25 of the PPG, these updates constitute substantial modifications that materially alter the original competitive conditions, rendering an award under the existing solicitation unviable.

Accordingly, MCA-Kosovo will initiate a new tendering process under revised Terms of Reference (ToR).
