Job Description:

Deloitte is currently recruiting for an upcoming multi-year United States Agency for International Development (USAID) program in Kosovo. Deloitte is seeking well-qualified candidates to serve as Chief of Party (COP), to develop and implement the Kosovo Adapt activity, and help create, within Kosovo, a resilient environment and more economic sustainability through increased awareness and demand for climate solutions, and policies that support climate change mitigation and adaptation. This initiative’s implementing team will partner with national government, local government, the private sector, NGOs and local community organizations, and USG stakeholders to:

1. Identify constraints and opportunities related to climate change mitigation and adaptation
2. Raise awareness to climate change issues and engage stakeholders to support and implement climate smart policies and incentives
3. Enable stakeholders to support, promote, and lead climate smart policies and initiatives

The COP, based in Prishtina, Kosovo, will lead the team by providing overall project management and strategic direction to ultimately align with the objectives above. The COP will report to and work closely with USAID and the Deloitte home office based in Washington, D.C. to ensure that the program operations are integrated effectively between the field (Kosovo) and home-based offices (US).

There will be additional positions for specialists to be deployed on the program in both short-term and long-term and long-term capacities. It is expected some of these specialists will be based in Prishtina, while others may travel for short assignments in country.

Qualifications and Expectation Sought for the Chief of Party:

• Advanced degree in sustainability, climate change, agriculture and food systems, environmental science, environmental economics, public administration, public policy, business administration, or other relevant field
• At least 8 years of senior level experience managing donor-funded activities to improve climate change mitigation and adaptation strategies and interventions
• Demonstrated experience working among senior-level counter parts developing and/or implementing climate policies and initiatives in Kosovo and/or East Central Europe, the Western Balkans or other related regions
• Demonstrated success in breaking down development challenges, creating and implementing solutions, and achieving measurable results in development projects
• Ability to promote cross-component integration within teams
• Demonstrated ability to manage multiple components simultaneously, work with international personnel, and integrate with partner government and other donors
• Demonstrated ability to establish productive, collaborative relationships with counterparts
• Proven ability to mentor, motivate, and lead team members
• Excellent communication, writing, and interpersonal skills
• Experience working in Kosovo and/or the Western Balkans a plus
• Knowledge of USAID policies, procedures, regulations and reporting requirements
• Fluency (spoken and written) in English with strong oral and written presentation skills

Location:

The primary place of performance will be in Prishtina, Kosovo, and residency in the country is preferred.
