IT Spending Study and Two Feasibility Studies on Developing In-House vs. Outsourcing IT Skills

Chemonics International Inc. (hereinafter referred to as “Chemonics”), through its locally registered entity, Chemonics Kosovo, under the USAID/Kosovo e-Governance Activity, USAID Contract No. 7200AA21D00015/72016723F00001, is issuing a Request for Proposals (RFP) for an awardee to implement a subcontract to carry out a IT Spending Study and Two Feasibility Studies on Developing In-House vs. Outsourcing IT Skills.

Due to an insufficient number of proposals received, Chemonics has decided to amend the Request for Proposal (RFP) and will reissue it within one month. The following changes have been made:

• The budget amount allocated for this subcontract has been removed.
• The staffing requirements have been increased, with a particular emphasis on encouraging IT staff.
• The requirements in the evaluation criteria have been relaxed.
• A final report deliverable has been added.

All revisions to the original RFP are highlighted throughout the document.

This activity aims to engage a local NGO (think tank) or a company with a proven track record in policy analysis - to leverage its experience and develop additional capacity and expertise in monitoring GoK IT expenditures. Engaging CSO and private sector is designed to enhance the government's ability to track IT expenditure and monitor trends in IT skills development and outsourcing, ensuring continuity and long-term effectiveness in managing IT resources, whether outsourced or developed in-house. Attached RFP contains all the necessary information for interested Offerors.

Chemonics realizes that Offerors may have additional questions after reading this RFP, covering all potential aspects of the potential proposal, including technical, management, financial and cost proposal issues. All questions or clarifications regarding this RFP must be in writing and submitted to [email protected], no later than June 11, 2024, at 12:00(noon). Questions and requests for clarification, and the responses thereto, will be circulated to all RFP recipients who have indicated an interest in this RFP by June 14, 2024, CoB.
