Chemonics International Inc. (hereinafter referred to as “Chemonics”), through its locally registered entity, Chemonics Kosovo, under the USAID/Kosovo e-Governance Activity, USAID Contract No. 7200AA21D00015/72016723F00001, is issuing a Request for Proposals (RFP) for an awardee to implement a subcontract to carry out an IT Capacity building framework and KIPA training plan.

The objective of this activity is to support the Government of Kosovo (GoK) in developing a comprehensive IT capacity building framework specifically tailored for public officials. The framework will outline the training and skills enhancement plan to address the identified IT skills gap and ensure sustainability for advanced professional education and training for GoK IT professionals.

The framework will focus on skills in digitalization of public administration, transition towards e-Government, the design and provision of e-Services, and related areas. Creating a capacity building framework for public officials involves designing a structured approach to enhance their skills, knowledge, and abilities, enabling them to perform more effectively in their roles. The framework created should be adapted based on specific GoK needs and Kosovo contexts.

This activity aims to engage a local organization/company to support the Kosovo Institute of Public Administration (KIPA) in coordination with the Agency for Information Society (AIS) and the Department for management of Public Officials (DMPO) to develop a comprehensive capacity-building framework to address the IT and e-Government skills shortages among public officials in the GoK. Attached RFP contains all the necessary information for interested Offerors.

Chemonics realizes that Offerors may have additional questions after reading this RFP, covering all potential aspects of the potential proposal, including technical, management, financial and cost proposal issues. All questions or clarifications regarding this RFP must be in writing and submitted to [email protected], no later than July 18, 2024, at 5:00PM Pristina time. Questions and requests for clarification, and the responses thereto, will be circulated to all RFP recipients who have indicated an interest in this RFP by July 24, 2024, at 5:00PM Pristina time.
