Director of Finance and Administration, USAID/Kosovo Economic Governance

Position Overview:
IBI is seeking a Director of Finance and Administration for an upcoming USAID/Kosovo Economic Governance activity. The activity aims to strengthen economic governance and support business regulatory reforms to improve the competitiveness of Kosovo’s economy and advance Kosovo’s integration into regional, European, and Euro-Atlantic institutions and markets.
Key Responsibilities:
- Oversee project finances and accounting, procurement, human resources, and general administration.
- Advise and present finance and administration issues to the Chief of Party and home office project managers and executive staff.
- Support the COP and IBI Home Office (HO) in managing all project financial operations, including accounting and reporting, cash management, and budget management.
- Oversee client, sub-partners, consultant contracts/awards, and related actions.
- Oversee Human Resources policies and procedures, including onboarding, HR manual, benefits, and personnel record-keeping.
- Keep project staff and leadership informed of important updates (actual and expected) to regulations and policy.
- Manage a team of finance, human resources, contracts, and operations specialists to ensure compliant and efficient implementation.
- Ensure that the project financial operations comply with all USAID and IBI policies and procedures.
- Ensure monthly transactions are entered in general ledger accurately and on a timely basis.
- Process payroll, ensuring direct transfer to employees’ checking accounts and remitting payroll deductions to the correct government agencies.
- Process and oversee advances issued for field activities and staff travel, ensuring a proper process for disbursement of funds, correct documentation, and settlement of advances in a timely manner.
- Manage the timely submission of the monthly field office expenses to the home office.
- Analyze and reconcile the banking account into the accounting system, following up on outstanding items.
- Prepare estimates of projected expenditures and request financial resources from the HO.
- Other financial and administrative tasks as required and assigned by the COP and DCOP.
- Prepare, maintain, and monitor monthly, quarterly, and yearly budgets for the project, ensuring that adjustments are made on time, and that discrepancy regarding planned budget and actual spending is raised with DCOP, COP, and HO in a timely manner.
- In collaboration with HO Operations Department, contribute to the development of field office policies (e.g., STTA apartment usage, phone policy, fleet management, etc.) and communicate new policies to all staff as described in the Field Administration Manual.
- Ensure compliance with all internal and donor requirements concerning administrative and financial management.
Key Qualifications:
- Bachelor’s degree in Accounting, Business Administration, or related field.
- A minimum of 10 years of experience managing finance, procurement, contracts management, and/or human resource-related matters for international development activities of comparable size; or/and a minimum of 3 years’ experience working on administrative and finance areas on a USAID-funded project.
- Experience in managing donor-funded procurements and subcontracts/grants.
- Familiarity with USG financial reporting and compliance requirements.
- Working knowledge of QuickBooks.
- Knowledge of Microsoft Office Suite.
- Fluency in English with excellent oral and written communication skills. Working proficiency in Albanian is strongly preferred.
- Experience working in the Balkans region, preferably in Kosovo, is required.
- Advanced Degrees in finance, business, or related field is strongly preferred.
