E-Solutions to Improve Taxpayer Services Provided by the Tax Administration of Kosovo (TAK)

Chemonics International Inc. (hereinafter referred to as “Chemonics”), through its locally registered entity, Chemonics Kosovo, under the USAID/Kosovo Economic Governance Activity, USAID Contract No. 72016719C00002, is issuing a Request for Proposals (RFP) for an awardee to provide e-solutions to improve taxpayer services provided by Tax Administration of Kosovo (TAK).

This activity would be implemented by a specialized service provider to develop three new modules:

i) an interactive tax compliance guide;

ii) tax calculators; and

iii) online tax evasion reporting and internal case management system, that responds to private sector requests as well as opportunities for TAK internal process improvements.

The attached RFP and Annex 5 Software Requirements Specifications contain the necessary information for interested Offerors.

Chemonics realizes that Offerors may have additional questions after reading this RFP. All questions or clarifications regarding this RFP must be submitted in writing at [email protected]. The deadline for written questions covering all potential aspects of the potential proposal, including technical, management, financial and cost proposal issues is February 6, 2023. All questions and requests for clarification received by USAID/Kosovo Economic Governance Activity, and the responses thereto, shall be circulated to all RFP recipients who have indicated an interest in this RFP by February 13, 2023.

All offers must be received by 2:00PM (Pristina time) on February 21, 2023. Offerors are responsible for ensuring that their offers are received in accordance with the instructions stated in the RFP. Chemonics cannot guarantee that late offers will be considered.
