In line with the priorities outlined in UNICEF Kosovo Programme 2021-2025, UNICEF Kosovo aims to support the Kosovo institutions to strengthen the evidence generation through enhancing administrative data systems, institutional coordination, data collection methodologies and quality reporting on children’s’ rights. To this end, UNICEF Kosovo Office is providing technical support to the Office of Good Governance and Kosovo Agency of Statistics (KAS) for strengthening coordination between relevant institutions and improving data flow for monitoring child rights through the development of the Child Rights Monitoring Platform that will be integrated into the Prime Minister’s Office webpage and provide updated information on key indicators, programs and policies being implemented in regard to the realization of children’s rights in Kosovo.

Scope of work:

Under the overall supervision of the Child Rights Monitoring Specialist, the Data and Statistics Consultant will support the Kosovo Agency of Statistics and line ministries on improving the data reporting process, including improving data availability for children in the ‘ASK data’ and harmonization of the administrative data reporting with focus on child protection and disability.

1. Support the compilation and data collection for the TransMonEE and other child rights-related indicators for reporting at regional and global levels.

2. Support improving child protection data reporting process by developing tools for data reporting between relevant institutions

3. Support the expansion of the digitalized indicators for children in ASK data and expansion of the child-related dashboard on the situation of children’s rights within KAS.

4. Support KAS and relevant ministries with organizing cross-sectoral discussions on data sharing and reporting between line ministries and KAS;

5. Further analysis of child-related data and development of advocacy report on children’s rights compiled from different data sources, including but not limited to the 2024 census data, Multiple Indicator Cluster Survey (MICS), UNIGME , TransMonEE etc.

Work Assignment Overview

Timeline: Jul – Oct 2024 (10 days)

Tasks/Milestone: Support the expansion of the digitalized indicators for children in ASK data and expansion of child-related dashboard on the situation of children’s rights within KAS.
Deliverables/Outputs: Child-related indicators are available in the ASK data
Timeline: Jul 2024 -Jan 2025 (20 days)

Tasks/Milestone: Support KAS and relevant ministries with organizing of cross-sectoral discussions on data sharing and reporting between line ministries and KAS;
Deliverables/Outputs: Inter-agency, cross-sectoral meetings of key stakeholders conducted
Timeline: Sep 2024 – Jan 2025 (5 days)

Tasks/Milestone: Analysis of child-related data and development of advocacy report on children’s rights compiled from different data sources, including and not limited to the 20224 census data, Multiple Indicator Cluster Survey (MICS), UNIGME , TransMonEE etc.
Deliverables/Outputs: Analysis and advocacy reports finalized
Timeline: Sep 2024 – Jan 2025 (10 days)

To qualify as an advocate for every child you will have…

  • Master’s degree or equivalent in Statistics, Social Science or other relevant field;
  • A proven minimum of 3, but preferably 5 years of professional experience of statistics, data analysis and policy development / implementation in Kosovo;
  • Excellent computer skills and experience in drafting of analytical reports, ability to summarize and synthesize data, evidence and arguments;
  • Excellent technical understanding and familiarity with data and statistics programmes, such as Excel, Access, Power BI and similar
  • Work experience in or with the institutions at central level in data analysis, statistics, strategic planning and/or design or implementation of national/sectoral development policy would be considered an asset.

Other competencies:

  • Excellent communication and interpersonal skills.
  • Excellent oral and written communications in English;
  • Demonstrated ability to work in a multicultural environment and to establish harmonious and effective relationships both within and outside the organisation

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
